What's Up With Pic Attachment Sizes?

Yesterday I tried to post a picture and it said max file size was 21.5k and today it say's max 1.58k. I think 1 pixel is more than 1.53k. Just sayin'.

I post a screenshot but I can't upload images more than 1.53k. Did the pic I linked(in my last post) from photobucket work? if not, it says...

 

"Error This file was too big to upload" and then below that it says "You can upload up yo 1.53k of files(Max. single file size: 1.53k)"
