As a matter of fact, Illinois has the highest rate of marijuana arrests of any state with 30,758 arrests per 100,000 users and 1,669 arrests per 100,000 citizens.

Indiana trailed far behind but still had the second highest marijuana arrest rate compared to surrounding states in 2012. There were 7,132 arrests per 100,000 users, and 336 arrests per 100,000 citizens.

Michigan is among the 10 states with the lowest rate of marijuana arrests per user in the country, with 2,829 arrests per 100,000 users and 193 arrests per 100,000 citizens.

Researchers used the 2012 state-level data on marijuana arrests from the FBI and the 2012 survey on marijuana use from the Substance Abuse and Mental Health Services Administration to measure the rate at which marijuana users were arrested in each state. The state-by-state arrests were divided by the state-by-state users and multiplied by 100,000.

The Huffington Post reports that 2012 is the most recent year with comprehensive marijuana arrest and prevalence data.

population michigan 9,895,622 (2013 est) (lets just call it 10mil for easy math)

6814 smokers per 100,000 people, so x 100 to equal 10 mil

there are about 681,400 marijuana smokers in michigan?

and 19,300 arrests for marijuana in 2012?

wait

Michigan is among the 10 states with the lowest rate of marijuana arrests per user in the country, with 2,829 arrests per 100,000 users and 193 arrests per 100,000 citizens.

wait.

2829 per 100,000 users, and it says 681400 users so 2829 x 7 = 19803. ok its close to the 19300 i got.

good. i was starting to think i was going eeeensane.

do these numbers jive?

heres california numbers

http://www.canorml.org/arrestsprisoners.html

Marijuana Arrest Figures from 2012 Released by Attorney General's Office
According to the report, there were 13,434 felony marijuana arrests in California in 2012, continuing a downward trend from 14,082 in 2011. Marijuana misdemeanor arrests came in at 7768 in 2012

the report says california has 159 arrests per 100,000, so to get 40 million california residents, thats 159 x 400?

well 159 x 400 = 63600

so how does the report get 63,600 in california , but the california report only has 20,000 total ?

The state-by-state arrests were divided by the state-by-state users and multiplied by 100,000.

what?

can anyone make heads or tails of this report ? i failed algerbra so maybe i'm doing it wrong. :)

http://www.mlive.com/news/kalamazoo/index.ssf/2014/02/database_look_up_marijuana-rel.html

adding up all of the 35 counties (out of 83 counties) with available marijuana arrests numbers in michigan

the number i get is 18489 arrests for 2012. so thats close enough to the 19300 that the report has for michigan.

still i'm curious why the report is so far off for california.
