How To Properly Dilute Colloidal Silver?

After researching on the net,  it appears the proper way would be to add distilled water to the colloidal solution, and keep checking with a ppm meter until the desired dilution is achieved?  Posts seem to agree that to be effective at forming pollen, the ppms of colloidal silver should be at least 30 ppm?  Anyone with experience?
