By the wording this looks the work of one individual. "My aspiration is to have a lot of fun and help a lot of people.  The time is now folks, Ferndale sounds great to me, what do you think? email me"

Is this just worded poorly? How are these cities (esp Oak Park, which is only going to have a decrim ballot measure) "pro-marijuana"?
