Although Michigan has acknowledged marijuana as a legal

substance, federal law does not recognize marijuana as legal. Therefore, federal law will prevail as the program is federally funded. Grantees are required to have a

written deferral policy that outlines the procedures to be followed when making a deferral decision and notifying the customer. It should include guidelines for

establishing a time period for correction and an identification of resources and options to assist the applicant.
