SAGINAW, MI — Police seized more than $400,000 in cash and Saginaw County prosecutors have charged a Bridgeport husband and wife and the man's father in connection with large-scale heroin and marijuana trafficking.

Carlos G. Delgado and Alicia C. Delgado face 15 felonies each in connection with an investigation that police say started Wednesday, Nov. 4, and remains ongoing.

The most serious charges the Delgados face are possessing with intent to deliver between 450 and 999 grams of heroin and conspiring to commit that crime, both of which carry maximum penalties of 30 years in prison.

They also face a single count of conducting a continuing criminal enterprise, which carries a 20-year maximum penalty, and multiple other drug offenses. Their father, Ricardo Delgado, faces two marijuana-related charges.

Detectives with the Michigan State Police and the Saginaw Major Crimes Unit late Friday, Nov. 6, arrested the Delgados and conducted several search warrants in the Saginaw area, said state police Sgt. James Lang.

The search warrants were a culmination of an investigation that began Wednesday morning, Lang said. During the execution of those warrants, police seized more than $400,000, various narcotics, firearms, ammunition, bulletproof vests, and vehicles, Lang said.

The state police and MCU investigators were assisted by the Bay Area Narcotics Enforcement Team, or BAYANET, the Saginaw Police Department, the Safe Streets Task Force, and the state police's K9 unit, Lang said.

The arrest warrants for Carlos and Alicia Delgado allege they committed or conspired to commit the heroin delivery offense on Wednesday at Bridgeport Mini Storage, 6628 Dixie in Bridgeport Township, and/or at 3390 Dixie Court in Bridgeport, which is their home. The warrants allege they committed or conspired to commit the offense of possessing with intent to deliver more than 45 kilograms of marijuana on Wednesday at 1519 S. Outer in Buena Vista Township and/or the Dixie Court address.

All three Delgados face the marijuana delivery charge and a charge of conspiring to commit that crime. Both of those felonies carry 15-year maximum penalties.

In addition to the heroin delivery charges, marijuana deliver charges, and the criminal enterprise charge, Carlos and Alicia Delgado also face single counts of possessing with intent to deliver hydrocodone, conspiring to commit that crime, possessing under 25 grams of cocaine, and eight counts of possessing a firearm during the commission of a felony.

Carlos Delgado, who recently served prison time for possessing with intent to deliver between 50 and 449 grams of cocaine or heroin, also faces single counts of possessing a firearm as a felon and possessing ammunition as a felon and two additional felony firearm counts.

In arraigning the Delgados on Monday, Nov. 9, Saginaw County District Judge Kyle Higgs Tarrant entered not guilty pleas on their behalf. Tarrant ordered Carlos and Alicia Delgado jailed on $5 million cash-only bonds and Ricardo Delgado jailed on a $250,000 cash-only bond.

The Delgados remain jailed and are scheduled for a Nov. 23 preliminary hearing before District Judge A.T. Frank.

best way to smuggle biological terrorist weapons from one country(the one that produces heroin) to another, (the ones that jail users) is to wrap it up in the Heroin first, nobody will ever find it !

heres an idea/// the DEA could practice on maximum security prisons first, prove their worthiness in the war on drugs. grams maybe easier than kilos, and the exposed corrupt prison complex's would be a bonus.

A 5 million dollar bond for drug trafficking for this pair and a 1 million dollar bond for the two officers who gunned down a 6 year old boy.

Something is wrong with the morals of our legal/judicial system.

The bond is to guarantee appearance. I suspect  that heroin traffickers are a greater flight risk than the cops. Besides which, 400K in cash was seized so it is likely that the perps have plenty more stashed away and will have an easier time spending the 500K than the cops who have to spend 100K to get out of jail...
