LANSING- According to the Secretary of State’s website, there are ten different organizations approved to collect signatures in Michigan with the intent to place a proposal on the November 2016 General Election ballot.

Of those ten, three are marijuana legalization proposals.

Per the January 6 document issued by Secretary of State Ruth Johnson’s office, none of the ten proposals have completed the process. Some are very old, some are new, but many could benefit from a potential policy update by the Board of State Canvassers. If adopted, the Board could use computer technology via the Voter Registry Database to verify the validity of signatures older than 180 days instead of requiring each county to secure paper affidavits from the petition signers. The outdated requirement was created before government modernized away from file folders and into quad-core processors; the affidavit policy was created by the Board’s policy change, not legislative action, and can be corrected by the same.

Here’s a look at each of the Ballot Committees and their issues:

1. STOP OVERCHARGING: Proposed initiated law to enact the Fair Medical Prices for Consumers Act to prohibit a health provider from charging a higher price for medical goods or services than a price charged to other persons for the same or similar medical goods or services. Their petition was approved as to form on October 20, 2014.

2. COMMITTEE TO BAN FRACKING IN MICHIGAN: Proposed initiated law to amend the Natural Resources and Environmental Protection Act to prohibit the use of horizontal hydraulic fracturing (“fracking”). Petition approved on April 14, 2015

3. PROTECTING MICHIGAN TAXPAYERS: Proposed initiated law to repeal the Prevailing Wages and Fringe Benefits Act, Public Act 166 of 1965. Petition approved on May 26, 2015. Completed petitions were submitted to Secretary of State on September 14, 2015; there were not enough signatures to qualify for the ballot. Petition resubmitted and approved again on December 16, 2015.

4. MICHIGAN CANNABIS COALITION: Proposed initiated law to create the Michigan Cannabis Control and Revenue Act. Petition approved on June 11, 2015.

5. MICHIGAN COMPREHENSIVE CANNABIS LAW REFORM COMMITTEE: Proposed initiated law to create the Michigan Marihuana Legalization, Regulation, and Economic Stimulus Act. Petition approved on June 11, 2015.

6. RAISE MICHIGAN: Proposed initiated law to create the Earned Sick Time Act. Petition approved on July 30, 2015.

7. CITIZENS FOR FAIR TAXES: Proposed initiated law to create the Corporate Fair Share of Taxes Act. Petition approved on July 30, 2015.

8. LET’S VOTE MICHIGAN: Proposed constitutional amendment to amend Art. II §4 of the Michigan Constitution to require voting by mail. Petition initially approved on July 30; a revised version was approved on September 17, 2015.

9. FAIR MICHIGAN: Proposed constitutional amendment to amend Art. I §2 of the Michigan Constitution to prohibit discrimination on the basis of gender, gender identity, sex or sexual orientation. Petition approved as to form on December 29, 2015.

10. ABROGATE PROHIBITION MICHIGAN: Proposed constitutional amendment to add Art. I §28 to the Michigan Constitution to authorize the use of cannabis. Petition approved as to form on December 29, 2015.

Any ballot proposal that qualifies for the ballot would be offered to the voters on November 8.
