Executive Summary:
Public Act 84 of 2015 requires the following:
Sec. 507.  The department shall submit a report by January 1 to the standing committees on appropriations  

of the senate and house of representatives, the fiscal agencies,  and the state budget director that includes  

all of the following information for the prior fiscal year regarding the medical marihuana program under the

Michigan medical marihuana act, 2008 IL 1, MCL 333.26421 to 333.26430:
          (a) The number of initial applications received.
          (b) The number of initial applications approved and the number of initial applications denied.
          © The average amount of time, from receipt to approval or denial, to process an initial application.
          (d) The number of renewal applications received.
          (e  The number of renewal applications approved and the number of renewal applications denied.
          (f)  The average amount of time, from receipt to approval or denial, to process a renewal application.
          (g) The percentage of initial applications not approved or denied within the time requirements

established in section 6 of the Michigan medical marihuana act, 2008 IL 1, MCL 333.26426.
          (h) The percentage of renewal applications not approved or denied within the time requirements

established in section 6 of the Michigan medical marihuana act, 2008 IL 1, MCL 333.26426.
          (i) The percentage of registry cards for approved initial applications not issued within the time

requirements established in section 6 of the Michigan medical marihuana act, 2008 IL 1, MCL 333.26426.
          (j) The percentage of registry cards for approved renewal applications not issued within the time
requirements established in section 6 of the Michigan medical marihuana act, 2008 IL 1, MCL 333.26426.
          (k) The amount collected from the medical marihuana program application and renewal fees  

authorized in section 5 of the Michigan medical marihuana act,  2008  IL  1,  MCL 333.26425.
          (l)  The  costs  of  administering  the  medical  marihuana  program  under  the  Michigan
medical marihuana act, 2008 IL 1, MCL 333.26421 to 333.26430.

Pursuant to this requirement, this report has been prepared and issued electronically to the
House and Senate appropriations subcommittees, House and Senate Fiscal Agencies, and the
state budget director to meet the January 1 reporting requirement. In addition, this report is also

Background:

The Michigan Medical Marihuana Program (MMMP) is a state registry program within the Bureau of  

Professional Licensing (BPL), Michigan Department of Licensing and Regulatory Affairs (LARA).  The  
program administers the Michigan Medical Marihuana Act as approved by Michigan voters on
November 4, 2008.  The program implements the statutory tenets of this act in such a manner that
protects the public and assures the confidentiality of its participants.

Specifically, the information provided is based on data from October 1, 2014 through September 30, 2015

Required Information for Section 507:
(a) The number of initial applications received.

* The total initial applications approved and initial applications denied adds to more than the total initial  

applications received.  This occurs because  renewals become initial applications if they are not processed  

before the registration expiration date.  A renewal application can be processed within the statutory time

frame of 15 business days, but the registration may expire before the renewal application is processed.

**  The total renewal applications approved and denied is less than the total renewal applications.    
This occurs because renewals become initial applications if they are not processed before the registration

applications received because we received more applications than we processed this fiscal year.

Summary:
The BPL executive and legislative charge is to fulfill health care and occupational licensing and regulatory  
responsibilities to the people of Michigan.  This includes the administration and oversight of the MMMP.
The information contained in this report is required pursuant to Section 507 of PA 84 of 2015 and provides  
specific information regarding initial and renewal medical marihuana applications as well as program  
expenditure and revenue information for the time period beginning October 1, 2014 through September 30,
2015.

At least operational costs dropped this year. Not saying much since it quintupled over the previous few years, but...

It should they did half as many cards with the 2 year.

Here ya go.... cost to run program by fiscal year... 2009 was goofy because of partial fiscal year, and patient numbers consistently rose.

 

2009: 130,000

2010: 740,000

2011: 1,860,000

2012: 3,600,000

2013: 4,050,000 <First year of 2 year card issuance

2014: 5,860,000<--First year of "half the patients" due to 2 year cards

2015: 3,870,000

But 2014, 92,000 cards approved. 5.8mil expenses.  $63 per card issued cost.

 

Heh.

 

 Like I said, at least it came down some this year. 

 

The move was approved in 2012. I think they actually moved in 2013 and I am not sure if the cost was in fy 2013 or 2014. I could be a whole year off though.  It becomes a blur sometimes.

So, where is the other three million, two thousand seventeen, five hundred fourteen dollars and forty seven cents?

 

Is this what was given to the MSP when it was taken from the program and placed into the general fund?

 

How does it come down to 'cents' collected in fees?

 The money has never gone to the general fund.  I believe currently the MMfund has around 29million in it.

 

I do not believe that the "operating" costs posted include the funds that goes to sheriffs. It is taken direct from the fund. I think.

We need to get rid of our republican government.

 

Even if only the governor for even a semi friendly democrat. That way we can change the heads of the departments which open up possibilities.

 

Republicans don't believe in government.  How can one expect them to actually run a competent one.

Wow and they still have issues getting people their card's within 21 days!
