“This is my second one” said Virginia police officer Stephen Rankin to a witness after he shot and killed an unarmed black 18-year-old in the town of Portsmouth last year, a court was told Tuesday.

 

The quote was provided courtesy of a Taser camera attached to Rankin at the time. The officer uttered this sentiment while standing beside a Walmart employee in the store’s parking lot moments after he’d shot the victim, William Chapman, in the head and chest. 

 

As the Guardian reports, this piece of evidence almost never made it to court. During the final pretrial hearing before Rankin stands before a Portsmouth circuit court jury for first-degree murder, his defense team argued that the comment should be censored as it didn’t serve to prove anything. The motion was denied by Judge Johnny E. Morrison.

 

According to the police report, the killing took place after Rankin, a U.S. navy veteran, tried to arrest Chapman on suspicion of shoplifting. Following a brief physical struggle Rankin claims the 18-year-old provoked, the officer fired his gun. Rankin is subsequently denying the charge against him, pleading he acted in self-defense.

 

Given this version of events, the prosecution argued for the need not to “sanitize the evidence” that could prove Rankin acted otherwise. “The defendant made the comment not just in the presence and earshot of a witness, but to the witness,” said Stephanie Morales, the prosecuting attorney heading up the case against Rankin.

 

Rankin’s previous use of deadly force was dismissed by a grand jury in 2011. In that instance, Rankin similarly shot an unarmed suspect 11 times, claiming the man had reached into his waistband and charged at him. Morrison has already ruled that prosecutors could not bring up the prior case.

 

In another ruling Morrison made Tuesday, the defense’s attempts to censor Rankin’s prior shooting may prove null and void. Rankin’s defense attorneys requested that the jurors be sequestered during the trial to ensure they did not have access to external information.

 

Morrison promptly rejected the request.

I actuallyposted this because I wanted to show thepictureof this cop. 

 

Now, I am all about not profiling people, but tell me this isn't exactly the type of person who should never be a police officer.

 

 He looks like he was picked on in school, was a total dork, probably never got laid in high school, probably about as bright as a turd torch, and desperate to feel POWER as an adult.

 

I would so never hire this guy to be a cop.

Some of my graduating class had a "pool" of "who will become a cop". It wasnt talked about in public but choices were made with excellent profiling skills.  those  types were spotted first, with emphasis on the picks that "fought back".  I cant think of one person on that list that didnt become a cop. 

 

whats wrong with profiling, I thought people do this every time they see strangers coming their way??  Or the guy who jumps out of his car to run up to yours, or the weirdo in the middle of the night knocking on your door?  or during the interview with the guy who smells bad and wants to run the sales counter.   I'm pretty sure we're all profiled all the time by others who see us coming too.

Heres my issue with the current police hiring practices.

 

 They do profile people for hire.  In many places it is rather extensive.

 

 This means to me they are purposefully skewing results and favoring certain traits which are UNDESIRABLE except to perpetuate the current status quo and worse.

 

I happen to know for fact they favor certain traits and intelligence levels. Tendencies for aggression, spousal abuse, closed-mindedness, authoritarianism etc.

What the hell does being a veteran have to do with this piece of shiet's morality or being a cop?  He was in the Navy, so no, I do not think he has seen combat. Does he look like he was a S.E.A.L to you?

"Profiling" or making snap judgements... it's what our minds do, naturally every single second of every single day.

How we respond/ act upon those judgements is the key to control and moral character.  It's brain science and we

cannot escape it.  Fight or flight baby... we are hard wired that way.

 

I had a run in with a meter maid earlier this year who was determined that she would exert her 'power'.  She was a

very unreasonable and emotionally charged woman... so yeah... this assigned 'power' can be abused on any level imo.

 

 

HA!  bright as a turd torch... just luv that Mal.

I have not met you in person, but I wonder what you look like?  I used to use my face as my avitar on here, I use the calf of my leg now lol!

 

I will show you a pic of my face if you show me a pic of yours,  Than we can let people in here pick which one of us should be profiled as a wannabe cop!

 

I applied when I was 20 yrs old in the city of roseville, have you ever seen the app for a cop? the written is quite extensive, the oral is even worse!  I wonder if I would have not gotten a ticket for all the schtuff I have done if I was a cop lol!  I wonder how long it would have taken for me to get fired?  Im pretty sure I wouldnt have shot any one unless my life was in danger, but I will never know now, and im thinking it is a good thing, but I might be retired with a full pension by now if I had passed the oral part of the app.

 

I also had my van taken away from me in the city of roseville, had to go to circuit court for having my own rx on me w/o the lable on the bottle, I got pulled over for speeding and they searched my vehicle, they found like 10 vicodens,  About 3 months before this happened some one stole a bottle of about the same amount from the same mini vans glove box, but that bottle had the lable on it with a refill, and they refilled it lol!  I always kept some pain pills in my glove box in case I was gone from home to long and needed to take a pain med for my back!

 

I had at least 5 yrs worth of monthly prescriptions for those vicodens, I showed the judge them against my court appt'd attny's advise, my attny and the prosecutor were read the riot act by the judge when I showed my actual paper rx's, I had to save them to send to my auto ins for reimbursment,  the judge didnt move on with the trial at the time and asked me what I wanted to do, I said I wanted it dropped, she pointed out the fact they were not in a labled bottle, I asked for a new attny , she said she cant apoint me another but I could hire my own, I did and charges were dropped, but I never got my van back!

 

a city pension would do me pretty good right now!
